September 12, 2023, Town Council Updates

  • Town Council tabled a motion to approve the amended and restated IGA for R3 requesting a copy of the IGA to review. This item will appear on the September 13, 2023, Town Council Agenda. Regional Rural Revitalization (R3) Strategies Consortium – Revised IGA
  • Lake County Senior Center requested a handicap parking spot be created at 11 North and G Street in Lakeview. Council requested a work order be submitted to Public Works and Special Projects for the work to be done at
        • 11 North and G Street.
        • South E Street and Center Street, the corner where First Community Credit Union is located in Lakeview.
        • South E Street and South 1st Street, the corner where the Eagle’s Club is located in Lakeview.
  • Permanent Road Closure of I Street between 5th and 6th Streets in support of better safety of Lakeview elementary school children. Council tabled the request for further research regarding a gate installation and more details around the easements and to report at the September 26th Town Council meeting.
  • Council requested a letter from Chamber Executive Director affirming Oregon Department of Transportation confirmation of the installation of bike racks as presenting along US HWY 395. The Chamber will bring the letter to the September 26th Town Council meeting.
  • Council approved the Bronc level Lake County Chamber of Commerce membership.
  • Council requested Melody Armstrong provide a more information and detailed research about the request to place sharps prop boxes. Ms. Armstrong will report to Council when research is completed.
  • Resolution No. 1159 was approved authorizing the transfer within the Fire Department fund to adjust for Fiscal Year 2023-2024.
  • Council requested a joint meeting with Oregon Department of Fish and Wildlife to address deer herd population control and how to create preventative policy to avoid landscape damage, aggressive behavior, and the spread of disease.
  • Council was updated on the Water Treatment Facility with the approval of Loprest Division of WRT, Anderson Perry & Associates for the procurement of goods and services for the components for treating the Town of Lakeview’s water. Total prices:
        • $25,000 for furnishing the goods and special services for the pilot study.
        • $65,049 for furnishing the goods and special services for bonding and insurance.
        • $1,019,100 for furnishing the goods and special services for water treatment equipment package.
  • Council was also included with the internal process by having Town Hall staff create a main repository for the Council and community to access all documentation associated with the Water Treatment Facility.
  • Staff will be included on each Town Council Agenda the Water Treatment Facility to allow for continual discussion on the status of work being done and work scheduled to be done.
  • Staff requested a new policy for town council meetings to be recorded only rather than recorded and transcribed. Council requested a work session to discuss further.

September 18 – Regional Rural Revitalization (R3)

  • R3 Board Meeting is September 18, 2023, at 6:00 pm, the meeting agenda and virtual meeting link will be available on the Town of Lakeview’s website as well as the City of Burns website.  Agenda

September 19 – Urban Renewable Agency (URA) Updates

  • September 19, 2023, at 1:00 pm, the Town Council is having a work session meeting with the Lake County Commissioners to discuss further the Urban Renewal Agency
  • There is a URA Adoption timeline for those who have interest is located on the Town of Lakeview’s website.

September 26, 2023, Next Town Council

NOTE: Town Council time moved to 4:00 pm to accommodate the town-wide Next Renewable/Lakeview RNG Informational at the Indian Village from 6:00 pm to 8:00 pm that same evening.

Manager Meeting Updates

  • Staff visited the City of Redmond to tour their Urban Renewal Hub on September 15, 2023.
  • Water Feasibility Study is underway for a 3rd party to evaluate the water, sewer, and system development fee structure for the town and to make recommendations.
  • Water, Sewer, and System Development Ordinances are being review in preparation for presenting to Town Council at a work session.

ESPECIALLY NOTABLE:

  • September 19 RIP City Rally in Lakeview at North E Street (between 1st and 2nd St.) between 4-6 PM on the X19 for a fun-filled Community Fair to close out the day.
  • September 26 will be a Next Renewable community open house with CEO, Chris Efrid. Updates on facility-related activities as well as a question-and-answer portion. Download Flyer
  • Water conservation is still in effect through October 31, 2023. Article
