Grant and Reimbursement Process

Understanding the process of receiving a grant and how the reimbursement process typically works.

The law requires that information about entities and organizations receiving federal and state funds be disclosed to the public. Grants are funds that are provided by organizations, institutions, governments, or foundations to support specific projects, activities, or initiatives. Reimbursement, in this context, refers to the process of getting back money that you have already spent on eligible project-related expenses.

In many cases, you do not receive cash upfront for an awarded grant. Instead, grant funds are often disbursed on a reimbursement basis or according to a predetermined schedule. The disbursement process can vary depending on the granting organization, the terms of the grant, and the nature of the project. The grant of $15,000,000 allocated to the Town’s Water Treatment Facility through the American Rescue Plan Act (ARPA) operates on a reimbursement model. This applies similarly to most of the grants we have been honored with.

Here’s a general overview of how the grant application and reimbursement process works:

Grant Application Process:

  1. Identify Grant Opportunities: Research and identify grant opportunities that match your project or initiative. These opportunities can be found through various sources such as government websites, foundations, nonprofit organizations, and industry associations.

  2. Review Guidelines: Carefully read the guidelines, eligibility criteria, and requirements for each grant opportunity. Ensure that your project aligns with the grant’s objectives and that you meet all the necessary qualifications.

  3. Prepare Application: Create a detailed and well-organized grant application. This often includes writing a project proposal that outlines the purpose of your project, its goals, methods, budget, timeline, and expected outcomes. Some grants may also require additional documentation, such as financial statements or letters of support.

  4. Submit Application: Submit your grant application according to the instructions provided by the grant-giving organization. This could involve submitting the application online, through email, or by traditional mail.

  5. Review and Approval: The granting organization reviews all the submitted applications. The review process may involve multiple stages, including initial screening, evaluation by experts, and final selection. Not all applications may be approved, as grant funding is often competitive.

  6. Grant Award: If your application is successful, you will receive a notification of the grant award. This notification will include details about the grant amount, any specific conditions or reporting requirements, and instructions on how to proceed.

 

Reimbursement Process:

  1. Incurred Expenses: Once you have been awarded the grant, you may begin working on your project and incurring expenses that are eligible for reimbursement based on the grant guidelines.

  2. Documentation: Keep thorough records of all expenses related to the project. This includes receipts, invoices, and other relevant documentation that clearly demonstrate the nature and cost of each expense.

  3. Submit Reimbursement Request: Follow the instructions provided by the grant-giving organization for submitting reimbursement requests. Typically, you’ll need to complete a reimbursement form and attach the required supporting documentation.

  4. Review and Approval: The granting organization will review your reimbursement request and the accompanying documentation to ensure that the expenses are eligible and comply with the grant guidelines.

  5. Processing Time: The processing time for reimbursements can vary. Some organizations process reimbursements relatively quickly, while others might take longer due to administrative procedures.

  6. Receive Reimbursement: Once your reimbursement request is approved, you will receive the grant funds to cover the eligible expenses you incurred. The funds might be provided through electronic transfer, check, or another payment method specified by the granting organization.
